O R D E R
The Law Reforms has been a continuing Process in the State of Kerala since its formation. Setting up of a Law Reforms Committee was the last in this direction.
2. His Excellency, the Governor of Kerala in his address to the Legislative Assembly on 16th June 2006 has announced that the Government propose to undertake law reforms as a high priority item on the agenda of the Government. Detailed discussions were held with eminent persons in this regard. Constitution of Law Reforms Commission for the State of Kerala is a felt necessity.
3. In the circumstances, Government are pleased to constitute a Law Reforms Commission for the State as per the following composition.

4. The terms of reference of the Commission will be as follows.
a. To rectify defects in the existing Laws.
b. To repeal obsolete or unnecessary enactments.
c. To consolidate, modify and reform the existing Laws.
d. To simplify or modernize the Laws.
e. To adopt new and more effective methods for the administration of the Law.
f .To systematically develop and reform the law.
g. To provide training to the officers for legislative drafting.
h. To provide training for the legislators in the legislative process.
i. Matters to be implemented jointly by the Legislature,Parliamentary Affairs Department and Law Department regarding Legislation.
j. Steps to be taken by various Government Departments regarding legislation.
k. Other matters to be considered in the field of legislation in the new world order.
l . Other matters referred to the Commission by the Government within its period, regarding Law reforms.
5. The service of the Chairman and members shall be honorary.
6. The term of the Commission shall be six months.
7.The Head Quarters of the Commission shall be at Eranakulam.

Government have constituted the Law Reforms Commission vide G.O. read as 1st paper above. Sanction is accorded for the creation of 3 posts of Under secretary for the purpose of Law Reforms Commission for a period of 6 months and the appointment of officers will be on deputation or on contract basis vide G.O read as 2nd paper above.
In the circumstances, Government are pleased to accord sanction to Law Reforms Commission to engage Sri.George James, Retired Special Secretary, Law Department and Sri. A.J. Antony, Retired Joint Secretary, Law department as Research Scholars in the Commission on contract basis against the post created vide G.O read as 2nd paper above on a consolidated pay of Rs.12,000/- and Rs.10,000/- per month respectively from the date of their engagement. The expenditure towards salary shall be met from the amount already provided to the Law Reforms Commission vide G.O read as 3rd paper above.
